Roundhouse Retains Firm for Market, Event Center Projects

MARTINSBURG, W.Va., (December 19, 2025) -- The Berkeley County Roundhouse Authority has entered into an agreement with Civil & Environmental Consultants, Inc. (CEC) to obtain professional civil/site engineering design, survey, structural, and management services for market, event center projects.


The scope of work by CEC includes concrete floor designs for both Frog and Switch and Bridge and Machine Shop buildings, market pavilion concept plans for the Car Wash Shop structure, and designs for improved vehicle access, storm water management, parking, vehicle circulation and pedestrian connections. McKinley Architecture and Engineering also is providing services to CEC for specific portions of the project.


Additional permitting and environmental, ecological and cultural review, as required in accordance with the National Environmental Protection Act, also will be completed.


"When complete, we hope to have concrete floors in place in both shop buildings and that will allow us to host more public events for the community," Berkeley County Roundhouse Authority Chair Matt Umstead said.


"We also expect to have construction-ready design documents for access road improvements as well as a first phase parking lot improvements that can be made when funding is identified."


The work by CEC is made possible through a 2024 allocation of $750,000 in Congressional Directed Spending that was backed by Sens. Joe Manchin and Sen. Shelley Moore Capito in the federal budget.


The Eastern Panhandle Regional Planning and Development Council (Region 9) was retained by the BCRA to assist with management of the grant funds, which were awarded through the Department of Housing and Urban Development.


"We can't thank the Senators enough for their support," Umstead said. "These projects are critical for ongoing efforts to generate funding to preserve Martinsburg-Berkeley County's only National Historic Landmark for future generations to enjoy."


Background

The projects by CEC follows the substantial completion of the elevator-stairs accessibility and HVAC projects for the two-story Bridge & Machine Shop in October 2025.

The elevator-steps project was made possible by a state-federal Transportation Alternatives grant that was awarded by the West Virginia Department of Transportation Division of Highways. Matching grant funds were provided by the Berkeley County Commission and City of Martinsburg.

The HVAC project was funded in part by ARPA funding awarded by the City of Martinsburg, as well as allocations from the County Commission and members of the Eastern Panhandle delegation in the West Virginia Legislature.
